The tragedy of the commons is usually applied to economics; if your local supermarket is giving away cans of baked beans free, how long will it be before it runs out?
The bottom line as far as we are concerned is that if there are no consequences for bad acts, people will keep on doing them. This applies to men and children as well.
With regard to false rape allegations, the shameless liars of legal dominance feminism would like to see no penalties at all imposed on women who file false reports of rape, those of them who even concede there are such things as false rape allegations.
If there were no penalties at all, only rewards, what do you think would be the result?
Although this broadcast about false rape claims in the Congo does not relate to allegations against named individuals, it does highlight the fact that women will lie gratuitously about being raped if there is a financial advantage for them and no downside. In this case it would be a tad unfair to condemn the women concerned, especially when they are encouraged by aid agencies to lie, but of course in a different setting, such lies can have devastating consequences for innocent men.
It has long been claimed the Congo has one of the most scandalous rates of rape in the world. Anyone who made such claims about black men in the West would automatically be branded racist, but as the Cosby case demonstrated in spectacular fashion, ultimately all women are lower down the totem pole of oppression than all men, so when the allegation is rape, anything goes.
